Background
As a private non-profit institution, Senac – National Service For Commercial Education – Regional Administration For São Paulo State - was created to provide professional qualification for adults and vocational training for young apprentices.

Creation

Through Decree 8621, of 10 January 1946, the Brazilian federal government authorized the National Federation of Commerce to organize and administrate commercial training centers throughout Brazil for people seeking work or already employed in the area of commerce. Senac thus came into being.
Under a decentralization program, Senac established branches throughout the country, forming regional administrations, with the Regional Board as the deliberative body, and the Regional Department as the executive body.
